The primary goal of the WestPlan MPO Safety Action Plan is the reduction of fatal and incapacitating injury crashes within the MPO’s transportation network. The process is guided by the Safe System Approach (SSA) and Safe Streets and Roads for All (SS4A) program which emphasizes both a reduction in travel speeds and related kinetic energy involved, as well as bring an additional equity focus to better serve more vulnerable populations. While the Plan development was guided by SSA principles, the development process generally followed the approach provided in the FHWA guidance document, “Developing Safety Plans: A Manual for Local Rural Road Owners” and includes the following six steps, adjusted as needed to incorporate SSA tenants:
